    I have thought about a little. Yes, this may happen, and I admit this is
    a non-compliant behaviour. I am redesigning tables anyway; right now
    a good workaround would be to define a row group for rows that should
    be kept together with each other (fo:table-body) and specify keep-together
    on it.
